The Passing of Mr. Rick Osial
Dear USNPAA Members,
I am very saddened to report the passing of Mr. Rick Osial who passed away earlier this week.
Rick retired from active duty in 1999 after 23 years of enlisted and commissioned service in the Navy’s music program. His final four years in uniform were spent in CHINFO where he served as our liaison with the Navy Band. Those of us who knew and worked with him affectionately referred to Rick as "Band Man.”
After retirement, Rick joined the NAVSEA PAO shop. He subsequently joined the PA staff in the office of the JCS Chairman where he was currently assigned.
He was a great mentor and friend to many in the community. In 2012 while with the Joint Staff, Rick co-authored a piece in Public Relations Review where he argued for a shift in the communications mindset of DOD to better account for the speed and mobility of human interaction in the changing communications environment. He also discussed the leadership requirement to meet this change.
Everyone who knew and worked with the “Band Man” loved him. His professionalism, mentorship and character will leave a deep void in the Public Affairs Community.
