The Passing of CAPT Bill Flynn
Dear USNPAA Members,
We are deeply saddened to report the recent passing of CAPT Bill Flynn, a legendary PAO and New York City Police Department official. Bill’s death followed a courageous 13-month battle with cancer. He passed away at his home in Leland, North Carolina.
Bill’s 38 years in the Navy and Naval Reserve began as a Seaman Recruit in 1973. He qualified as an aircrew-qualified photographer’s mate aboard USS NIMITZ and subsequently earned a commission. His assignments included several in CHINFO and on the Joint Staff. His awards included the Legion of Merit and the Meritorious Service Medal.
As a civilian Bill served for 23 years in the New York Police Department, retiring in 2003. His final position in the NYPD was as Assistant Commissioner. Bill responded to the September 11 attacks by supervising the collection and custody of recovered evidence and property from the World Trade Center. His strong commitment to help bring closure for the victims’ families was widely recognized.
Bill further demonstrated his lifelong commitment to public service by joining the then newly-formed Homeland Security Department in 2004. Bill was determined to use his experience, insights and leadership skills to help prevent future terrorism attacks.
Bill leaves behind Stephanie, his wife of 51 years. He also leaves behind two sons and a brother. Please remember them at this most difficult time.
Bill’s family requests that donations in honor of Captain William F. Flynn be made to St. Jude’s Children’s Hospital at st.jude.org. A memorial service has not been planned at this time.
